I discovered my need for the Startup Manager whilst running a school network, and finding that I wanted some computers to run a set of programs at startup, but not all of them on the network, so I couldn't add it to the standard startup folder in the start menu because then all the machines would run it - I only wanted some of them to - but I didn't want to have to create shortcuts in each machine manually. The Startup Manager can be installed locally to each machine, and then the startup items configured easily from the server - which then automatically changes all the local machine startup items. It does not need anything to be constantly running on the server, so there is no performance issue.
